Northwood graduate, Tobais Palmer, makes Jacksonville Jaguars practice squad.

Jacksonville, NC - The Jacksonville Jaguars have announced their practice squad for the 2013 season on Sunday afternoon. Former Northwood High School player, Tobais Palmer is among the seven members of the squad.

Tobais played running back and safety for coach Bill Hall at Northwood High School in Pittsboro. He rushed for over 4,700 yards and scored more than 80 all-purpose touchdowns in three seasons. He played in the Shrine Bowl and was a two-time offensive player of the year in his conference. Palmer earned the Chatham County male athlete of the year award in 2008.

In his final seasons at NC State, Tobais finished with a total of 91 Receptions, 1,277 receiving yards and 11 receiving touchdowns.

On April 27, 2013, he signed with the Jacksonville Jaguars as an undrafted free agent. He was released on August 30, 2013 and signed to the team's practice squad on September 1.

The rules for eligibility for the practice squad are as follows (via the NFL Collective Bargaining Agreement):

  • (a) The Practice Squad shall consist of the following players, provided that they have not served more than two previous seasons on a Practice Squad: (i) players who do not have an Accrued Season of NFL experience; and (ii) free agent players who were on the Active List for fewer than nine regular season games during their only Accrued Season(s). An otherwise eligible player may be a Practice Squad player for a third season only if the Club by which he is employed that season has at least 53 players on its Active/Inactive List during the entire period of his employment.
  • (b) A player shall be deemed to have served on a Practice Squad in a season if he has passed the club's physical and been a member of the club's Practice Squad for at least three regular season or postseason games during his first two Practice Squad seasons, and for at least one regular season or postseason game during his third Practice Squad season. (For purposes of this Section, a bye week counts as a game provided that the player is not terminated until after the regular season or postseason weekend in question.)
Each NFL team may keep up to eight members on its "practice squad" in addition to the 53-member main roster. Practice squad players practice alongside regular roster players during the week, but they are not allowed to play in actual games. In 2012, the minimum salary for a practice squad player was $5700 per week, and the minimum rookie salary in 2012 was $390,000.

Practice squad players are free agents; they can be signed to any team's 53-man roster at any time during the season.
