Effect of 1% Land Transfer Tax on other counties

Growth taxes vs. 1% land transfer tax
[Apr. 10, 2005] Chatham County faces a very unique and troublesome growth situation! We’re not talking about a town within a county growing itself at a responsible rate while providing infrastructure, jobs and services for it’s citizens. We’re talking about an ill-prepared county within the “Greater Triangle” about to be run over by residential development. No one knows exactly what our future holds, but it is most important that we be allowed options to generate the revenue necessary to address this situation and to do the best possible job for our current citizens, newcomers, and the Triangle…without taxing ourselves out! April 4, 2005: Board of Commissioners' meeting
[Apr. 9, 2005] Previous BOC discussions of a fall bond referendum to coincide with municipal elections were directed at the full county needs list -- $153 million in capital improvements. The BOC felt that even if the vote did not carry, we would have to proceed with COPS and direct loans. It would not be so much a vote to decide if we proceed with the needed construction, but a vote to determine the cheaper method to pay for it -- normally bonds would be cheaper. We even discussed public forums around the county to explain this situation. By Mike Cross

March 28, 2005: Board of Commissioners' special meeting on capital improvements needs
[Apr. 4, 2005] This is a continuation of the March 21st BOC meeting. I'm sure most have heard that our general tax income-funded debt will be held at $65 million -- far short of our $135 million in listed needs. Residential moratorium?
[Mar. 12, 2005] I have no desire to restrain local developers, builders or real estate professionals ability to do business, but I think it's time for this discussion. River corridor watershed ordinance
[Mar. 11, 2005] Williams Pond request for RA-90 density averaging includes some combination of gazebo* like structures/decks/400’ buffer with variations in clearing…and this will result in better protection than the current zoning allows. DENR disagrees that this will result in overall protection and states the watershed should be held-change denied. DENR also suggests 800’-1000’ buffers with development being designed so as not to be visible by park users on the Lower Haw River State Natural Area. By Mike Cross

Feb 28, 2005: School needs public forum
[Mar. 6, 2005] The Board of Education and the Board of Commissioners held a public information/discussion forum in the Superior Courthouse. The BOE presented Chatham needs, which include 3 new schools, additions, renovations and upgrades with a projected estimated cost of $103 million. The Board of Commissioners will meet soon to discuss how we will pay for these capital improvement loans. By Mike Cross
