2005 Board of Commissioners scoreboard: projects and funding

PUBLIC SCHOOLS:

1. SILER CITY ELEMENTARY SCHOOL - New - $17 million - COP. Estimated start: Summer’06. Estimated completion: 2009.

2. NE CHATHAM MIDDLE SCHOOL - New - $18.5 million - COP. Estimated start: Fall’07. Estimated completion: Dec.2010.

3. NE CHATHAM HIGH SCHOOL - New - $43.9 million - Nov.’06 Bond Vote. Estimated start:_if approved-Jan.’09. Estimated completion: Dec.2011.

4. JORDAN MATTHEWS HIGH SCHOOL - New Cafeteria - $5.4 million – COP. Estimated start: Mar.’06. Estimated completion: June’07.

5. HORTON MIDDLE SCHOOL - 5th and 6th Grade Bldg. - $3.9 million - COP. Estimated start: July’06. Estimated completion: Jan.’09.

6. SCHOOL IMPACT FEE STUDY – SIF established fall ’99 (max allowed $3,500). BOC set fee at $1,500 – BOC raised fee to $2,900 in’05. Teschler –Dice reviewing to up-date SIF Cap. Estimated start:_ONGOING_ Estimated Report: TBD.


CENTRAL CAROLINA COMMUNITY COLLEGE:

1. BIOTECH / LIBRARY BUILDING - Pittsboro - New -$3.7 million - COP. Estimated start: Apr.’06. Estimated completion: Mar.’08.

2. JOINT CCCC and CHATHAM COUNTY LIBRARY - Pittsboro - $5 million - COP. Estimated completion: Mar.’08.

3. JOB TRAINING CENTER - New - Siler City - Business Park - $3.1 million - COP. Estimated start: Apr.’06. Estimated completion: Mar.’08.


BUSINESS PARK:

1. INFRASTRUCTURE - Roads, Water, Sewer, etc. - $6.7 million - COP. with (new) CCCC Campus ( start_?_), (new) Chatham Hospital (start Jan.’06), (new) Juvenile Center ( start Mar.’06) and realistic Economic Development opportunity. Estimated start: Jan.’06. Estimated completion: June’07.


GOVERNMENT FACILITIES:

* SOCIAL SERVICES BUILDING - Expansion - Pittsboro - $4.2 million - COP. Estimated start: Jan.’06. Estimated completion: Dec.’07.

* JUDICIAL FACILITY - New - Pittsboro - $7.5 million - COP. Estimated start: Jan.’08. Estimated completion: Dec.’09.


WATER SYSTEM IMPROVEMENTS:


* PEA RIDGE TRANSMISSION LINE - 16 inch (possibly 24”depending on Harnett) transmission line to SE Water District and inclusive new lines. $8 million - NCDENR-SRF low interest loan. Estimated start :_ 24”decision ?_ Estimated completion: _ JUNE ’06__.

* N. CHATHAM TANK BOOSTER STATION/WATER MAIN to Governor’s Club tank and proposed MANN’S CHAPEL RD. tank. $2.5 million – CHATHAM CO./ Availability Fees. Estimated start: IN PROGRESS. Estimated completion: FEB.2007.

* N.CHATHAM - HIGH SERVICE - PUMP STATION - upgrade. $0.5 million – NCDENR-State Revolving Fund - low interest loan. Estimated start: bid Feb. ’06. Estimated completion: TBD.

* SILK HOPE SCHOOL WATER MAIN – 12”on 64 West and 8”on Silk Hope Rd. $1.1 million - FUNDING? Plus_20+__ sign ups @ $500. Estimated start: IN PROGRESS. Estimated completion: APR. ‘06.

* WESTERN TRANSMISSION LINE - 16’ transmission line from Moncure to 64 West with a 12”transmission line to the SW WATER DISTRICT including 1 booster pump station and 1 elevated 0.5 mg tank. $11 million – NCDENR-SRF low interest loan. Estimated start: bid Apr.’06. Estimated completion: TBD.

* SOUTHEAST WATER DISTRICT - 23 miles of main and 1 elevated tank. $3.6 million – USDA Rural Development loan – Customer fees. Estimated start: Summer’06. Estimated completion: MAR.’07.

* SOUTHWEST WATER DISTRICT - 48 miles of main and 1 elevated tank. $6.3 million - USDA Rural Development loan and grant – Customer fees. Estimated start: ’07. Estimated completion: ’08.

* WATER TREATMENT PLANT –East Jordan Lake – upgrade pumping capacity from 3mg/day to 7mg/day. $6.7 million – County Loan and Availability Fees. Estimated start: Summer’06. Estimated Completion: TBD.

* SOUTHERN SUPREME – Fruit Cake Plant – 6” main from Sanford with 35 en-route customers. $0.5 million - NCDOC – CDBG / ED Grant $240,000 - Local match of $179,000 – eventually to USDA. Estimated start: Summer’06. Estimated completion:_Fall ‘06.

* WATER TAPS…for existing lines within water districts. $123,000 due to underestimating early sign-up fees. $47,000 customer pre-paid fees and $76,000 County support. Estimated start: ONGOING. Estimated completion: 1/4 complete.

* WEST JORDAN LAKE INTAKE STUDY…for location and water allocation. $Hourly Rate -- HOBBS-UPCHURCH -- County funds. Estimated start: ONGOING. Estimated report: TBD.

SEWAGE /SEWERAGE IMPROVEMENTS

1. GOLDSTON SEWERAGE LINE …from Sanford –100,000 gallons per day. $1.2 million - project and funding to be determined.

2. COUNTY SEWAGE TREATMENT STUDY…for location, discharge permitting and estimated cost by HOBBS-UPCHURCH. $Hourly Rate plus USDA-Rural Development –1/2 to ½. Estimated start: ONGOING. Estimated Report: TBD.

LAW ENFORCEMENT IMPROVEMENTS

1. REGIONAL JAIL FACILITY / TRANSPORT STUDY…possibly partner with Lee and Moore on Regional Jail and Prisoner Transport. $8,000 - Chatham share of study cost. Estimated start: ONGOING. Estimated report: TBD.
