September 6, 2005: Board of Commissioners’ meeting
Consent Agenda – approved 5-0

* Private road names – J. McCrimmon Lane, Copeland Road, and Wisteria Lane

* Health Dept. FY 2003-04 debt write-off: $45,365.89

* Health Dept. funds acceptance: $30,135 awarded by UNC-Chapel Hill

* Health Dept. funds acceptance: $700 for Childhood Lead Poisoning Prevention by NC Department of Environment and Natural Resources (DENR)

* Health Dept. funds acceptance: $500 for environmental health by DENR

* Notification of change in Medicaid rates for Public Health Department

* Annual tax collectors’ settlement and 2005 order of collection

* Tax releases and refunds

* Charging off 1995 tax bills

* Department of Social Services contract for FY 2005-06 with Carol Holcomb – attorney – CPS/APS

* Library board appointment of Edith Calhoun for a term expiring on June 30, 2009.

* Southern Supreme Project Ordinance

* Resolution confirming appointment of Judy Truitt as Area Director of OPC Mental Health, Developmental Disability, and Substance Abuse Authority

* Resolution authorizing OPC to acquire and hold title to real property


Public Input Session

* Mr. Bob Eby addressed the BOC concerning the School Impact Fees – our current fee of $2,900 vs. $3,500 allowable, which would provide debt service for new North Chatham High School. I agree!

* Ms. Rita Spina addressed the BOC concerning a comemercial corridor ordinance for Highways 15-501, 64, and 421. A request to implement such an ordinance has been ongoing since October, 2003. It would be relationship to our land use plan set designated commercial/retail development nodes along these corridors. I agree!


Planning

* Community Development Block Grant Site Bid Award for low income housing rehabilitation. Approved 5-0.


BOC Matters

* Resolution honoring Ms. Ruth Horton upon her retirement, for her many years of service. Approved 5-0

* Chapel Ridge development team presented their corrections for erosion control violations – runoff into creeks at the Chapel Ridge Golf Course.


Boards and Committees

* Commissioner Barnes accepted assignment to the Architectural Review Committee. First project will be DSS.


Manager’s Report

* Mr. Fred Hobbs of Hobbs, Upchurch gave update on water/sewer required in the Industrial Park at Siler City

* Mr. Hobbs also discussed the need to pursue plans for a water intake on the west side of Jordan Lake. Hourly rate funds were authorized for negotiations, 5-0.


Commissioner Reports

* Our industrial park lies within Siler City ETJ and water/sewer cost share meetings will occur soon.

* Chatham Hospital hopes to break ground in January 2006 (200 acres)

* NC juvenile detention center plans to break ground in March 2006 (5 acres).
