Consent Agenda -- approved 5-0

* Minutes
* Tax Releases and Refunds
* Private Road name approvals
* Final Plat for "Park pointy West, Phase 2" (6 lots on 35 acres, New Hope Township)
* Preliminary Plat approval "Calvert Farms" (14 lots on 18 acres, Williams Township)
* NC Governor's Crime Commission Grant to Chatham County Sheriff's Department ($10,426)
* Set public hearing date of April 18, 2005, to receive comments on closing streets in Haywood

Resolution honoring Floyd Baldwin and Michael Bullish for their military service to our country.

Public Input Session:

* Mark Todd of Chatham County Homebuilders Association stated his preference for the 1% Land Transfer Fee over the school impact fee.
* Robert ebb requested BOG to option 6 months to find someone to build all 120 moderate income homes in Briar Chapel.
* John Gray requested a Chatham County All Terrain Vehicle trespassing ordinance to assist law enforcement.
* Numerous citizens expressed support for establishing Soil Erosion and Sedimentation Ordinance and Department.

Public Hearings:

* Community Development Block Grant: Request to apply for economic development funds: No comment received
* Chatham County Soil Erosion and Sedimentation Control Ordinance: many positive comments received.
* Revision to existing Conditional Use Permit for Kunal Enterprises, LLC, for additional uses
Conditional Use District for landscape business, lawn and garden shop
* Revision to existing Conditional Use Permit for Planned Unit Development -- Colvard Farms -- 14 lots on 14 acres
* Locate communications towers for 2005 tower plan: Cingular Wireless, 4 new towers and 1 co-location. Chatham County request to locate 1 tower in Harper's Crossroads for County emergency services.

BOC matters:

* Briar Chapel: request to approve Briar Chapel minutes of February 15th. Approved 3-2, with Cross and Barnes voting against.
* Resolution to abandon a portion of Ball Park Rd. Approved 5-0
* Request for Amendment to Chatham County Watershed Protection Ordinance on behalf of Bynum Ridge, LLC (Williams Pond). Approved 3-2 with Cross and Barnes voting against.
Request for conditional use district for CV-RA-90 zoning for Williams Pond. Approved 3-2, with Barnes and Cross voting against.
* Request for conditional use permit for Williams Pond. Approved 3-2, with Barnes and Cross voting against.
* Request for modification to conditional use permit for Governor's Village commercial parcel to 76 townhomes and add 19 acres with 49 lots. Approved 5-0.
* Request by the County Planning Department to revise Chatham County zoning ordinance and attachment A of the Chatham County watershed protection ordinance to allow RV parks on 3 acres instead of the current 20 acre requirement, Tabled 5-0.
* Appearance commission appointment: Commissioner Barnes appointed Mrs. Kim Arden, approved 5-0.
* Recreation Advisory Board: I nominated Joe Fraser, approved 5-0.
