Why are Chatham Schools mailing out Summer Sendoff brochures?

Pittsboro, NC - Does anyone know why Chatham County Schools mailed out Summer Sendoff brochures that were printed in Spanish? Why did I get one printed in a language I can't read? Was this brochure and the postage donated? I hope it didn't come out of the budget. I am sure I could call county offices and find out from "someone" but I really wanted to post this to see if I was the only one or if there were others.

Mine is postmarked at a cost of $.44 then we must add printing, paper, and how many hours of salary to get this done. It came addressed to the parents of and then my daughters name. I wonder if this could have been included with her final report card when it is mailed or possibly handed out on the last day of school.

I will call tomorrow to see if there is any chance I can get one in English emailed to me to cut down on printing and mailing another copy.
