Silk Hope man faces 22 charges after a search and school lockdown

Silk Hope, NC - The Chatham County Sheriff’s Office has taken Johnny Cliffton “Cliff” Fogleman, 624 Bowers Store Road, into custody after an extensive search in the Silk Hope area on Friday afternoon.

The Sheriff’s Office received an earlier report on Friday that Fogleman, age 25, had been involved in an assault on a family member. After this reported incident, Fogleman was seen in the Bowers Store Road area driving a red three-wheeler and carrying a gun. This led to a search for Fogleman and the temporary precautionary lockdown of Silk Hope School.

Parents were notified that Silk Hope Elementary School was placed on a precautionary "Code Blue" lockdown around 1 p.m.It was lifted in time for school to be dismissed at its regular time at 2:45 p.m.

After-school activities, however, were canceled, and bus routes for bus numbers 214 and. 12, were delayed, as well as two routes from Jordan-Matthews High School.

Chatham County used the Code Red system to alert residents in the area and to seek help in locating Fogleman.

Fogleman was given a $75,000 bond. His first court appearance was set for Sept. 13.

On Saturday, the sheriff's office announced that they had filed 22 charges against him:

  • going armed to the terror of the public
  • disorderly conduct – disrupting or interfering with students
  • fleeing or eluding arrest with a motor vehicle
  • driving while impaired
  • two counts of assault on a female
  • simple assault
  • communicating threats
  • interfering with emergency communications
  • two counts of injury to personal property
  • two counts of resisting public officers
  • reckless driving to endanger persons or property
  • failure to heed lights or siren
  • no operator's license
  • driving with a revoked license
  • driving a motor vehicle with no registration
  • operating an ATV on a street, road or highway
  • operating an ATV without helmet or eye protection
  • no insurance
  • expired/no inspection
State Department of Correction show that Fogleman has a 2006 DWI conviction, 2002 convictions for speeding to elude arrest and reckless driving and a 2003 conviction for damage to property. He was sentenced to probation after those convictions.
