A special meeting of The Planning Board on the Compact Community Ordinance (CCO) will take place on Tuesday, February 10 from 6:30 p.m. to 10:00 p.m. at the Superior Courtroom in Pittsboro.

Agenda and Format

The Planning Board (PB) will discuss proposed changes to draft A of the CCO made by the County Attorney that pertain to legal issues and make recommendations to the County Commissioners on those issues.

The PB will go through the CCO section by section and discuss legal questions raised by the Attorney including identification of specific statutes that justify a proposed change. Comments from the audience will be invited on the specific subject being discussed. The PB will then discuss and vote (if opinions are mixed) whether to retain original draft A language or to recommend the Attorney's revisions. Votes will be taken as necessary on individual issues or sections.

The PB will discuss enforceability issues using the same format as described above provided that there is a specific legal concern regarding an enforceability issue. Enforceability issues that pertain only to administrative and staffing concerns will not be discussed and the original draft A language forwarded to the Commissioners in those cases.

Matters of preference will not be discussed and the original draft A language forwarded to the Commissioners in those cases, with the exception(s) of situations where a proposed change improves clarity without changing intent.

The PB will not discuss proposed changes made for the purpose of avoiding redundancies with existing ordinances. Such redundancies can be addressed by the Planning department and the PB after the public hearing.
