The Board of Commissioners uses a Consent Agenda to act on non-controversial and routine items quickly. The Consent Agenda is acted upon by one motion and vote of the Board. Items may be removed from the Consent Agenda and placed on the Regular Agenda at the request of a Board member or citizen. The Consent Agenda contains the following items:

1. Minutes: Consideration of a request for approval of Board Minutes for meeting held January 05, 2004 and Work Session Minutes for meeting held January 05, 2004

2. Final Plat Approval of “Bobcat Point Phase IV, Lots 91, 92, and 101”: Consideration of a request by Ricky Spoon for final plat approval of “Bobcat Point Phase IV, Lots 91, 92, and 101, consisting of three (3) lots on approximately 15 acres, off SR #1559 (Emerson Cook Road) and SR #1558 (Henderson Tanyard), Hadley Township (Attachments: Application, Plat)

3. Final Subdivision Approval of “Ridge Springs, Phase One”: Consideration of a request by Coffey Grounds, Inc. for subdivision final approval of “Ridge Springs, Phase One”, consisting of 12 lots on approximately 34 acres, off SR #1531 (Booth Road), in Baldwin Township (Attachment: Plat)

4. Preliminary Subdivision Approval of “Rosemont Subdivision, Phase III”: Consideration of a request by Chatham Development Corporation for subdivision preliminary approval for “Rosemont Subdivision, Phase III”, consisting of 24 lots on approximately 137 acres, off SR #1731 (O’Kelley Church Road), in Williams Township (Attachments: Application, Plat)

5. Preliminary and Final Approval of “Colvard Farms Subdivision, Phase III”: Consideration of a request by Jeff Hunter on behalf of Colvard Farms Development Company, LLC for preliminary and final approval of “Colvard Farms Subdivision, Phase III”, consisting of twelve (12) subdivision lots and the recreation center on approximately 23 acres off Colvard Farms Road (private road), in Williams Township (Attachments: Application and Summary, Plat)

6. Site Plan Approval of “Governors Village Out Parcel”: Consideration of a request by McKim & Creed on behalf of Beacon Properties for site plan approval of “Governors Village Out Parcel”, consisting of approximately 1 acre, off SR #1811 (Governors Drive), in Williams Township (Attachments: Appearance Minutes/Governors Club Minutes/Plat/Zoning Ordinance, Site Plan, Landscape Plan, Lighting Plan)

7. Scrap Tire Disposal Contract: Consideration of a request to approve scrap tire disposal services contract with Central Carolina Holdings, LLC (CCH) pending approval by the Chatham County Attorney (Attachment: Contract)

8. Central Carolina Community College Request: Consideration of a request to repurpose funds in the amount of $11,000 which the college has on hand to pay for Chatham County’s fair share of the $45,000 the college has budgeted to fund the search for a new president

6:15 PM PUBLIC INPUT SESSION

The Public Input Session is held to give citizens an opportunity to speak on any item which does not appear on the day’s Agenda. The session is no more than fifteen minutes long and speakers are limited to no more than three minutes each. Speakers are required to sign up in advance. Individuals who wish to speak but cannot because of time constraints will be carried to the next meeting and given priority. No individual may speak more than one time in any three-month period. We apologize for the tight time restrictions. They are necessary to ensure that we complete our business. If you have insufficient time to finish your presentation, we welcome your comments in writing.

6:30 PM GOLDSTON FIRE DEPARTMENT RESOLUTION

9. Goldston Fire Department Resolution: Presentation of a resolution to the Goldston Fire Department for services rendered in helping to extinguish a fire at the Grace Chapel Church in Sanford, North Carolina by the Lee County Board of Commissioners

6:35 PM PLANNING DEPARTMENT

Public Hearing:

10. Public Hearing on a Proposed Text Amendment of Chatham County Zoning Ordinance: Public hearing to receive public comments on a request by George Farrell, Jr., for a proposed text amendment to Section 10.5 (B-1 Business District) of the Chatham County Zoning Ordinance for permitted uses to add self-storage facility/mini-warehouse storage facility with related retail and services (i.e. moving truck rental) (Attachment: Application)

11. Public Hearing on Local Law Enforcement Block Grants Program: Public hearing to receive public comments on the Local Law Enforcement Block Grants Program

12. Law Enforcement Vehicles Purchase: Consideration of a request to award the bid for the purchase of two (2) new Law Enforcement vehicles

13. ABC Board Presentation: Consideration of a presentation by Corkie Harris regarding the ABC Board

Review of Changes to Chatham County Animal Control Ordinance and Setting of Public Hearing: Consideration of a request to review changes to the Chatham County Animal Control Ordinance and to set a date on which to hold a public hearing on the proposed changes (Attachments: Ordinance Changes, Fees List)

15. Home and Community Care Block Grant Committee Appointment: Consideration of a request to appoint a member to the Home and Community Care Block Grant Committee by Commissioner Outz

16. Human Relations Committee Appointment: Consideration of a request to appoint a member to the Human Relations Committee by Commissioner Morgan

17. Adult Care Home Committee Appointment: Consideration of a request to appoint a member to the Adult Care Home Committee by Commissioner Outz

18. Solid Waste Advisory Committee: Consideration of a request to appoint a member to the Solid Waste Advisory Committee by Commissioner Outz

7:30 PM MANAGER’ S REPORTS

19. Manager’s Reports: The County Manager shall report on miscellaneous County business at this time.

7:50 PM COMMISSIONERS’ REPORTS
