The Chatham County Board of Commissioners will meet on Monday, June 15 at the District Courtroom in Pittsboro, NC at 6 p.m.

INVOCATION

PLEDGE OF ALLEGIANCE

APPROVAL OF AGENDA and CONSENT AGENDA
The Board of Commissioners uses a Consent Agenda to act on non-controversial and routine items quickly. The Consent Agenda is acted upon by one motion and vote of the Board. Items may be removed from the Consent Agenda and placed on the Regular Agenda at the request of a Board member or citizen. The Consent Agenda contains the following items:

1. Minutes: Approval of Board Minutes for Regular Meeting held June 01, 2009, Work Session held June 01, 2009, and Budget Public Hearing held May 21, 2009

3. 8. Board of Health Reappointments: Approval of a request to reappoint Dr. James Kurz, Dr. Timothy Scheetz, Dr. Van S. Romine, Jane Miller, RPh and Linda Brewer Ellington, RN to the Chatham County Board of Health, effective July 01, 2009

9. Grant Application for Edward Bryne Memorial Justice Assistance Grant Local Solicitation: Approval of a grant application for the Edward Byrne Memorial Justice Assistance Grant Local Solicitation in the amount of $10,874.00 to provide cameras for two patrol cars which cover a substantial number of DUI or drug arrests

10. Grant Application for Rural Center Building Reuse and Restoration Grant: Approval of a grant application for Rural Center Building Reuse and Restoration Grant – for Mann’s Chapel Farm-to-Table Café and Faircloth Farm in the amount of $245,000.00 (Attachment: Guidelines, letter of support and certification)

11. Grant Application for Rural Center Building Economic Infrastructure Grant: Approval of a grant application for Rural Center Building Reuse and Restoration Grant – for Mann’s Chapel Farm-to-Table Café and Faircloth Farm in the amount of $150,500.00 (Attachments: Guidelines, Summary of Business Proposal)

12. Approval to Grant Authority to Surplus Property, Electronic Sale, and Authorize Use of Electronic Advertisement: Approval of a request to:
A. Increase the authorized property disposal threshold up to the North Carolina Statute level under North Carolina General Statute 160-266(c)
B. Authorize the County to utilize electronic auction either through public or private established on-line services under North Carolina General Statute 160a-270(c)
C. Authorize the use of electronic advertisement solely, newspaper ads, or both
D. Adoption of Resolution Authorizing Sale of Surplus Property by Electronic Service, Authorizing Electronic Advertisement as an Option and Increase the Dollar Threshold the County Manager May Declare Personal Property as Surplus

PUBLIC INPUT SESSION

13. The Public Input Session is held to give citizens an opportunity to speak on any item, which does not appear on the day’s Agenda. The session is no more than thirty minutes long and speakers are limited to no more than three minutes each. Speakers are required to sign up in advance. Individuals who wish to speak but cannot because of time constraints will be carried to the next meeting and given priority. We apologize for the tight time restrictions. They are necessary to ensure that we complete our business. If you have insufficient time to finish your presentation, we welcome your comments in writing.

Southeast Chatham County Water District: Adoption of Southeast Chatham County Water District Budget Request to approve and sign the Water System Management Contract and the Water Purchase Contract for the Southeast Chatham Water District (Attachments: Water System Management Contract, Water Purchase Contract for the Southeast Chatham Water District) Adjourn as the Southeast Chatham Water District Board.

Chatham County Zoning Board of Adjustment
Agricultural Building Auditorium
Time: 3:00 PM Convene as the Chatham County Zoning Board of Adjustment.

Continuation of a meeting of the Chatham County Zoning Board of Adjustment from May 18, 2009 to consider an appeal from an enforcement action related to the sales office in The Preserve at Jordan Lake filed by Bradshaw and Robinson on behalf of Bluegreen Golf Clubs, Inc.

Adjourn as the Chatham County Zoning Board of Adjustment.

Work Session
(Immediately following the Zoning Board of Adjustment meeting.)

1. YMCA Proposal: (Follow-up Item) The YMCA has agreed to the proposal the Board of Commissioners has previously discussed regarding local government reduced membership for use of the YMCA. The proposal was that:
Employees of Chatham County, Pittsboro, Siler City could use the Pittsboro facilities for a minimal amount; discussed was either $5.00 or $10.00 per month for direct employees and incremental increases $5.00 per month for spouse and $5.00 more for family;
We would do a one year pilot and see how it works and consider longer agreement if parties are satisfied with the arrangement at the time of review;
Chatham County would reduce the YMCA rent by $1,000 per month;
The YMCA would use the revenue gained by rent reduction to pay off equipment loan and use the balance of the rent reduction to build their capital reserves for future building construction of a YMCA in Chatham County.

2. Discussion and Approval of Local Agreement with DOT for Sidewalk Project on US Highway #15-501 North using Federal Stimulus Funds (Attachments: landscape project and sidewalk project)

3. Discussion of Potential Stimulus Money from NC Department of Transportation and potential funding options for transportation issues in Chatham County

4. Closed Session – Attorney/Client Privilege
