The Chatham County Board of Commissioners will meet on Monday, February 2 at the Agriculture Building in Pittsboro, NC at 9 a.m. PLEDGE OF ALLEGIANCE INVOCATION APPROVAL OF AGENDA and CONSENT AGENDA The Board of Commissioners uses a Consent Agenda to act on non-controversial and routine items quickly. The Consent Agenda is acted upon by one motion and vote of the Board. Items may be removed from the Consent Agenda and placed on the Regular Agenda at the request of a Board member or citizen. The Consent Agenda contains the following items: 1. Tax Lien Advertisement: Consideration of a request to approve advertisement of tax liens 2. Proclamation “We Love Seniors Month February 2009”: Consideration of a request to adopt Proclamation “We Love Seniors Month – February 2009” 3. Naming of Private Roads in Chatham County: Consideration of a request from citizens for the naming of private roads in Chatham County – Leila Place 4. Grant Application for Waste Management: Consideration of a request to apply for “Community Waste Reduction and Recycling Grant for Forklift/Ramp Purchase” in the amount of $25,000 5. Human Relations Month Proclamation: Consideration of a request to adopt Chatham County Human Relations Commission Proposed 2009 Human Relations Month Proclamation 6. African American History Month Proclamation: Consideration of a request to adopt Chatham County Human Relations Commission Proposed 2009 African American History Month Proclamation 7. Resolution for Addition of Street to NC System of Secondary Roads – Deer Mountain Road: Consideration of a request to adopt Resolution for the Addition of Streets or Roads to the North Carolina System of Secondary Roads – Deer Mountain Road in the Deer Mountain Subdivision 8. Human Relations Board Reappointment: Consideration of a request to reappoint Reverend David Scotten to the Chatham County Human Relations Board by Commissioner Thompson 9. Human Relations Board Appointment: Consideration of a request to appoint Norman Clark to the Chatham County Human Relations Board by Commissioner Kost 10. Electronic Monitoring Initiative Grant Application: Consideration of a request to apply for Electronic Monitoring Initiative Grant END OF CONSENT AGENDA PUBLIC INPUT SESSION 11. The Public Input Session is held to give citizens an opportunity to speak on any item, which does not appear on the day’s Agenda. The session is no more than thirty minutes long and speakers are limited to no more than five minutes each. Speakers are required to sign up in advance. Individuals who wish to speak but cannot because of time constraints will be carried to the next meeting and given priority. We apologize for the tight time restrictions. They are necessary to ensure that we complete our business. If you have insufficient time to finish your presentation, we welcome your comments in writing. BOARD OF COMMISSIONER’S MATTERS 12. Employee of the Month: Presentation of February Employee of the Month 13. Liquor-by-the-Drink Discussion: Discussion of the information needed to decide on whether or not Liquor-by-the-drink should be on a voter referendum ballot MANAGER’ S REPORTS 14. Manager’s Reports: The County Manager shall report on miscellaneous County business at this time. COMMISSIONERS’ REPORTS 15. Commissioners’ Reports: Any Commissioner wishing to report on any County business may do so at this time. ADJOURNMENT 12:00 PM LUNCH WITH COOPERATIVE EXTENSION SERVICE Cooperative Extension Service Luncheon and Annual Report: Luncheon with the North Carolina Cooperative Extension Service and consideration of Annual Report Work Session 1. Discussion of Reduced Water Tap Fees System-wide: Consideration to offer a reduced tap fee for citizens/property owners who have an existing water line adjacent to their property. Could be done by water district or County-wide. The effort is a sense of fairness for whatever we do. 2. South East Water District: Highway 42/Truth Road Water Line: Consideration of whether or not to extend water line to Harnett County connection to serve this area of Southeast Chatham. 3. Chapel Hill Express Bus Service Proposal: Discussion and consideration of creating an express job related bus service between Pittsboro and Chapel Hill. This would be a grant program (federal job access/reverse commute grant) with a 50% match $176,356) required for participating jurisdictions. Proposal is a proposed partnership between Chatham County and Pittsboro using Chapel Hill Transit System 4. Jordan Lake Users Agreement: Proposed Memorandum of Understanding among Jordan Lake users for developing a regional approach using best management practices to utilize potable water from the lake 5. Chatham/Cary Joint Planning: Report from Environmental Review Board regarding recently completed storm water study facilitated by the Town of Cary in proposed joint planning between Chatham County and the Town of Cary 6. Public Records and Board of Commissioners: Discussion and possible consideration of how best to secure electronic communication by members of the Board of Commissioners and various appointed county boards. Some points of discussion are: What to save; options for saving; length of time to secure said records 7. Board Summit: Discussion of February 4-5, 2009 Board Summit
