Pittsboro, NC - The Chatham County Board of Commissioners will meet on Monday, August 1 at the Agricultural Building audirorium in Pittsboro, NC at 6 p.m. A work session will take place earlier in the day starting at 2:30 pm.

INVOCATION and PLEDGE OF ALLEGIANCE

CALL TO ORDER

APPROVAL OF AGENDA and CONSENT AGENDA

The Board of Commissioners uses a Consent Agenda to act on non-controversial and routine items quickly. The Consent Agenda is acted upon by one motion and vote of the Board. Items may be removed from the Consent Agenda and placed on the Regular Agenda at the request of a Board member or citizen. The Consent Agenda contains the following items:

1. Minutes: Approval of Board Minutes for the Regular Meeting held July 18, 2011 and Work Session held July 18, 2011

2. Contract with Department of Social Services: Approval of contract between Chatham County Department of Social Services and the Chatham Transit Network (Contract)

3. Contract with Department of Social Services: Approval of contract between Chatham County Department of Social Services and Carol Holcomb, Attorney-at- Law (Contract)

4. Resolution to Declare and Convey Surplus Property: Adoption of Resolution Declaring Property Surplus and Conveying Property to Chatham Transit Network (Resolution)

5. Transportation Advisory Committee Appointments and Terms: Approval of two Transportation Advisory Committee (TAB) Appointments by the full Board with terms to expire on June 30, 2013:

Alfred Forrest “Buddy” Denise, Jr., District #5, Large/Slow- Moving/Commercial Transportation and Public Safety


6. Tax Collector’s Annual Settlement and Order of Collection: Approval of Annual Settlement and Order of Collection (Settlement Report, Order of Collection)

7. Naming of Private Road in Chatham County: Approval of a request from citizens for the naming of private road in Chatham County John Routh Drive (Map, Petition)

8. Triangle Area RPO TAC Reappointment: Approval of a request to reappoint Commissioner Sally Kost to the Triangle Area RPO TAC

9. Environmental Review Board Appointment: Approval of a request to appoint Delonda Alexander to the Environmental Review Board by Commissioner Kost

PUBLIC INPUT SESSION

10. Public Input Session is held to give citizens an opportunity to speak on any item, which does not appear on the day’s Agenda. The session is no more than thirty minutes long to allow as many as possible to speak. Speakers are limited to no more than three minutes each and may not concede their time to another speaker. Speakers are required to sign up in advance. Individuals who wish to speak but cannot because of time constraints will be carried to the next meeting and given priority. We apologize for the tight time restrictions. They are necessary to ensure that we complete our business. If you have insufficient time to finish your presentation, we welcome your comments in writing.

2. August Employee of the Month

3. Soil & Water Conservation District Board: Presentation and feedback on one-cent per 100 gallons for water quality protection. At their June 16, 2011 meeting, the Board of Commissioners began exploring the idea of implementing a one-cent per one hundred gallon surcharge (writers term) on water consumed by customers using the Chatham County utility system water. Staff estimates that this would generate about $70,000 annually for such activities. During that discussion, the Board also asked staff to explore projects that might fit water protection guidelines. Representatives from the Solid and Water Conservation District will be present to talk about their ideas. (Tentative)

4. Jail Site Selection: Presentation and approval of staff recommendation to site the jail on property owned by the County near the closed landfill (Study; Presentation)

6. Parker Springs Presentation regarding water utility in the subdivision
