Chatham Board of Commissioners meeting agenda - 6/20/11

Pittsboro, NC - The Chatham County Board of Commissioners will meet on Monday, June 20 at the Agricultural Building audirorium in Pittsboro, NC at 6 p.m. A work session will take place earlier in the day starting at 3 pm.




The Board of Commissioners uses a Consent Agenda to act on non-controversial and routine items quickly. The Consent Agenda is acted upon by one motion and vote of the Board. Items may be removed from the Consent Agenda and placed on the Regular Agenda at the request of a Board member or citizen. The Consent Agenda contains the following items:

1. Minutes: Approval of Board Minutes for the Regular Meeting held on June 06, 2011, Work Session held on June 06, 2011, and Budget Meeting held June 01, 2011

2. Fiscal Year 2010- 2011 Budget Amendments: Approval of the fiscal year 2010-2011 budget amendments as proposed by staff (Additional Funds, Special Revenue and Transfers from Contingency)

3. Purchased Water Infrastructure Project: Approval of Purchased Water Infrastructure Project ordinance as proposed by staff (Ordinance)

4. Pyrotechnics Display at D onnie Barnes’ Care free Ranch : Approval of a request to have a pyrotechnics display at Donnie Barnes’ Carefree Ranch on July 23, 2011 (Attachments: A, B, C, D, E and F)

5. Pyrotechnics Display at Governor’s Club Clubhouse : Approval of a request to have a pyrotechnics display at Governor’s Club Clubhouse on July 4, 2011(Attachments: A, B, C, D, E and F)

6. Tax Releases and Refunds: Approval of tax releases and refunds

7. Funds Acceptance for Health Department: Approval of a request to accept funds in the amount of $250.00 from the NC Diabetes Education Recognition Program for the Health Department staff to attend training

8. Funds Acceptance for Health Department: Approval of a request to accept funds in the amount of $826.00 for the NC Breast and Cervical Cancer Control Program (BCCCP) offered at the Chatham County Health Department

9. Funds Acceptance for Health Department: Approval of a request to accept funds in the amount of $600.00 for the WISEWOMAN Project at the Health Department

10. Funds Acceptance for Health Department: Approval of a request to accept a donation in the amount of $150.00 for the Focus on Fathers Program within the Family Outreach and Support Services Division of the Health Department

11. Juvenile Crime Prevention Council (JCPC): Approval of: A. Recommended funding grid

B. Appointment of members

C. JCPC By-laws

12. Amendment to Educational Facilities Impact Fee Ordinance: Approval of an amendment to the Chatham County Educational Facilities Impact Fee Ordinance to correct section references from the Zoning Ordinance (Ordinance)

13. Request for Proposal (RFP)- Briar Chapel Affordable Housing: Approval of Request-for-Proposals (RFP) which would qualify multiple builders to complete the remaining lots in Briar Chapel (RFP)

14. Substance Abuse Services: Approval of request to allow County Staff to bid on substance abuse services for intermediate-sanctioned offenders (RFP)

15. Carolina Meadows Retirement Community Water Meters: Approval of a request to replace water meters at Carolina Meadows Retirement Community

16. Historic Courthouse Restoration Project: Approval of historic courthouse restoration project ordinance as proposed by staff (Ordinance)

17. Tax Collector Reappointment: Approval of a request to reappoint Frances L. Wilson as Chatham County Tax Collector for a term of three years (General Statute)

18. Tax Assessor Reappointment: Approval of a request to reappoint Tina Stone as Chatham County Tax Assessor for a term of two years (General Statute)



19. Public Input Session is held to give citizens an opportunity to speak on any item, which does not appear on the day’s Agenda. The session is no more than thirty minutes long to allow as many as possible to speak. Speakers are limited to no more than three minutes each and may not concede their time to another speaker. Speakers are required to sign up in advance. Individuals who wish to speak but cannot because of time constraints will be carried to the next meeting and given priority. We apologize for the tight time restrictions. They are necessary to ensure that we complete our business. If you have insufficient time to finish your presentation, we welcome your comments in writing.


Public Hearing:

20. Public Hearing on Redistricting: Public hearing to receive public comments on redistricting. With census data available from 2010, the Board of Commissioners is considering election district (County Commissioner Districts) boundary adjustments to account for population changes based in the census. Three options have been developed for public consideration and feedback. Those are attached. (Option 1, Option 2, and Option 3)

21. Presentation by the Human Relations Commission


22. Manager’s Reports: The County Manager shall report on miscellaneous County business at this time.


23. Commissioners’ Reports: Any Commissioner wishing to report on any County business may do so at this time.


Work Session

Begins at 3:00 PM

1. Subdivision Regulations Amendments: Discuss and review Subdivision Regulations amendments based on direction from Board of Commissioners and schedule public hearing (Table and Amendments)

2. Discussion of Proposed Watershed Protection Fund (Memo and Resolution): Triangle J Council of Governments recently adopted a resolution (attached) supporting a one-cent per 100 gallon fee to water customers. The effort is to collect funds to protect watershed and water quality in the lower and Upper Cape Fear basins. The funds would be used for efforts to improve water via various methods. Commissioner Mike Cross will be presenting. If approved by the Board of Commissioners, we anticipate that approximately $70,000 could be collected annually to assist towards the efforts cited above and in the attached information.

3. Closed session to discuss matters of attorney/client privilege
