The Chatham County Board of Commissioners will meet on Monday, August 15 at the District Courtroom in Pittsboro, NC at 6 p.m.

INVOCATION and PLEDGE OF ALLEGIANCE

CALL TO ORDER

APPROVAL OF AGENDA and CONSENT AGENDA

The Board of Commissioners uses a Consent Agenda to act on non-controversial and routine items quickly. The Consent Agenda is acted upon by one motion and vote of the Board. Items may be removed from the Consent Agenda and placed on the Regular Agenda at the request of a Board member or citizen. The Consent Agenda contains the following items:

 

1. Minutes: Approval of Board Minutes for Regular Meeting held August 2, 2010 and Work Session held on July 19, 2010

 

2. Tax Releases and Refunds: Approval of tax releases and refunds

 

3. Grant Application for Community Challenge Planning Grant and National Infrastructure Investments Grant: Approval of a grant application for the Community Challenge Planning and National Infrastructure Grant in the amount of $575,528 to initiate a countywide transportation plan simultaneously with a comprehensive land use plan (Attachments: Pre-Application, Budget-LUP, Budget-Total Cost, Budget-Staff Time and Internal Grant Approval Form)

 

4. Recreation Funds for Towns and Municipalities: Approval of a request to approve the recreation funds for the towns and municipalities

 

5. Animal Cruelty Investigator Reappointments: Approval of a request to reappoint Animal Cruelty Investigators, Jackie Adams and B. Demers to the position of County-appointed Cruelty Investigators

 

6. Home and Community Care Block Grant for Council on Aging: Approval of a request to approve the Home and Community Care Block Grant for fiscal year

2010-2011 in the amount of $467,216 as recommended by the Home and

Community Care Block Grant Committee (Attachment)

7. Resolutions for Water Shortage Response Plans: Approval of request to approve Resolutions for the Water Shortage Response Plans for North Chatham, Asbury and Southwest water systems. These response plans are required by the state of North Carolina. (Attachments: NCDENR letter, Resolution-North Chatham, Plan-North Chatham, Resolution-Asbury, Plan-Asbury, Resolution- Southwest, Plan-Southwest)

 

8. Grant Utility Easement: Grant utility easement to Public Service Company of North Carolina for gas line at Central Carolina Community College Siler City campus (Easement)

 

9. Human Relations Commission Appointment: Approval of appointment of

Patricia B. Learned to the Human Relations Commission by Chair Kost

 

END OF CONSENT AGENDA

 

PUBLIC INPUT SESSION

 

10. Public Input Session is held to give citizens an opportunity to speak on any item, which does not appear on the day’s Agenda. The session is no more than thirty minutes long and speakers are limited to no more than five minutes each. Speakers are required to sign up in advance. Individuals who wish to speak but cannot because of time constraints will be carried to the next meeting and given priority. We apologize for the tight time restrictions. They are necessary to ensure that we complete our business. If you have insufficient time to finish your presentation, we welcome your comments in writing.

11. Public Hearing on Applying for Community Development Block Grant (CDBG) Funds: Public hearing to receive comments on the county’s intent to submit applications for federal CDBG funds as administered by the North Carolina Department of Commerce

COMMISSIONERS’ PRIORITIES

 

13. Hate Crimes Resolution: Esther Coleman will present an update of hate crime activities in Chatham County and BOC will consider a resolution condemning hate crimes (Letter)

 

14. Scope of the Documentary for the Historic Courthouse (Draft)

15. Legislative Goals for the NCACC: The Board of Commissioners will discuss potential legislative issues for the upcoming long session of the General Assembly and possible goals for the NC Association of County Commissioners. Deadline for submittal to NCACC is September 15th

2. Camp Dresser McKey (CDM) Update on Landfill Siting Study: CDM officials will update the landfill siting work being done in Chatham County (Presentation)

 

3. International Code Council Conference: Presentation by Judith Ferster from Sierra Club about the County’s participation in the International Code Council Conference in October

 

 

4. Watershed Protection Ordinance: Fred Royal will give the Board of Commissioners an update on work of the draft watershed protection ordinance with amendments to meet Jordan Lake buffer rules (Attachments: Letter and Summary of Amendments)

 

 

5. Comments Regarding US 64 Corridor Study: The Board of Commissioners is considering a response to NC Department of Transportation’s proposal to make the US 64 corridor through Chatham County an alternate limited access highway to relief the traffic burden on Interstate 40 to Charlotte (Attachments)
