Minutes from the August 6th Board of Education meeting

Pittsboro, NC - The Chatham County Board of Education met for a work session on Monday August 6, 2007 in the CCS Central Office Board room at 7:57 p.m. Members present were Chairman Clark; Vice-chair Deb McManus; Holly Duncan; Kathie Russell; and Gerald Totten. Superintendent Dr. Ann Y. Hart, substitute Board Attorney Trey Allen, and Board Assistant Pamela Cathcart were also present.

Attendees at the meeting included: Robin McCoy, Assistant Superintendent; Paul Joyce, Assistant Superintendent; Susan Little, Chief Financial Officer Jim Davis, Chief Technology Officer, Beth McCullough, Public Information Officer; David Moody, Director of Secondary Education; Randy Drumheller, Construction Manager; Bill Poindexter, Construction Consultant; Flint O’Brien, Rudy Johnson, Melanie Laskey, George Greger-Holt, Steve Cooper and Peter Theye.

Call to Order:
Chairman Clark called the August 6, 2007 BOE open session to order at 7:59 p.m. Chairman Clark apologized for the delay in the open session start time because of an appeal hearing in closed session.


Pledge of Allegiance:
Board members led the audience in reciting the Pledge of Allegiance.


Invocation:
Dr. Hart offered the Invocation.


Welcome of Visitors:
Chairman Clark welcomed everyone to the meeting, and then turned it over to Dr. Hart also welcomed visitors, thanked everyone for their attendance, apologized for running late and asked visitors to sign in on the “Attendance” list.


Adoption of the Agenda
Board members reviewed the agenda for the meeting. Chairman Clark asked if there were any amendments or changes. There was the addition of the Property Acquisitions: 143-318.11(a)(5) under item #II, Closed Session. Item #X. NSBA Conference presentations was deleted. Item #XIV. Healthful Living Education Curriculum was amended to be a presentation to the Board instead of first reading.

On a motion by Col. Totten, seconded by Ms. Russell, the Board unanimously approved the agenda as amended.

Approval of Open and Closed Session Minutes
Board members reviewed the open and closed session minutes from the July 23, 2007 meeting. No changes or amendments were noted.

On a motion by Col. Totten, seconded by Ms. Russell, the Board unanimously approved the agenda as amended. Ms. Duncan and Ms. McManus abstained from voting because of their absence at the July 23rd meeting.

Board of Education Sharing:
Col. Totten opened this agenda item with information from the county planning department. On July 31, 2007, CCS was notified that the recently relocated mobile classrooms at North Chatham School were out of compliance because of their placement. The planning department informed Mr. Joyce that they would have to be moved 110 feet from the center line of the road; the two units that were installed last year can remain where they are but the newly added units must be relocated in order to come into compliance with zoning regulations.

Col. Totten spoke with Keith Megginson, Planning Department Director, who confirmed that the current placement of the units would create a huge liability issue if an accident were to happen. He shared with Col. Totten that if CCS were to install barriers and take this issue to the Board of Commissioners, perhaps the verbiage in the law could be changed to say 70 feet instead of 110 feet. Col. Totten continued and said that CCS will probably incur a small fine for being out of compliance.

There will be a public hearing on this issue on September 10, 2007, and the ETA for occupancy is 55 days from August 6, 2007 which is September 30, 2007 (25 days for the application process and 30 days for the public hearing notice).

The next information that Col. Totten shared was in reference to the property damage at Westfall. The beaver dam has been removed; the wetland drainage/sediment damage will have to be watched for further developments. According to Col. Totten, neither the local people, nor the state, see the drainage issue as problematic; the only party with concerns appears to be CCS.

The last update that Col. Totten shared was concerning the land transfer tax that will be on the ballot in November. CCS has already supported the tax because we have endorsed it with the state, and if it is passed the impact fees that are currently in place for housing will be eliminated.

Ms. Russell reported on a special planning board meeting she attended, which she felt it was fantastic! There is a new process being proposed and the invitees gave recommendations and input into how they would like to see the process. The BOE, the green building task force, the environmental review board, a parent committee, the economic development board and the planning board all had representatives present and they offered input.

Ms. Russell stated that the new process will include the BOE at steps one through three of the process: 1)concept process 2)preliminary plat report, and 3)review of concept to BOE (and others) for feedback regarding possible concerns.

Keith Megginson approached Ms. Russell at the meeting and said that he and his staff were planning on drafting and submitting verbiage for an adequate facilities ordinance, which would remove that responsibility from the BOE.

Ms. Duncan asked if anyone on the Board would be able to attend the 6 p.m. Planning Board meeting on Tuesday, August 7th—the members briefly discussed being able to attend but most had previous plans. Chairman Clark and Ms. Russell each agreed to make an attempt at being at the meeting.

Ms. Duncan went on to say that she had missed the last meeting because she was in Atlanta, GA to attend AVID training. She shared that the training was worth the time and the money; she had learned great information and techniques that will help her with all of her students, especially with developing their organizational skills.

She continued by saying she saw many CCS employees at the same training and would encourage all of the attendees to share the information with all of the teachers in Chatham County Schools and that they should all be given AVID methods to help with their classes.

The Fuel Up program is going well. It is making progress and hope that contributions will include book bags and other supplies, since the tax free weekend just ended.

Ms. McManus shared that she had attended the June 5th Planning Board meeting where three developments were recommended.

Chairman Clark announced the Facilities Needs Committee tours of schools on August 7th, 9th and 16th . The public is invited to attend, the schedule is posted on the web site and the objective is to collect the date needed to compile a report to present to the Board of Commissioners.

Chairman Clark then turned the meeting over to Dr. Hart and her Superintendent’s report.

Exceptional Children’s Department participated in Corrective Reading and Wilson Reading training.

EC teachers from Siler City Elementary School took math foundation training this summer and will be implementing a state math initiative at their school.

A group of high school teachers and administrators participated in AVID training held in Atlanta in July. There will be AVID classes for groups of sophomores and juniors during the 2007-2008 school year. These teachers have been instrumental in incorporating AVID procedures across the board and have trained K-8 and High School teachers how to use the objectives and goals in regular classes.

Federal Programs, Library Media Services, English Language Learners, & Pre-K, there have been 9 summer staff development sessions

Fed. Programs also sponsored the SAIL (Summer Adventures in Learning)/Summer Migrant Program. This three-week acceleration program served over 230 students in kindergarten through eighth grades.

The afternoon of August 21 will be devoted to districtwide staff development. A list of sessions will be posted on the district website as teachers return.

At the conclusion of the Superintendent’s Report, Dr. Hart introduced the next agenda item, the Child Chatham Education Foundation Lease Renewal at Horton Middle School.

Dr. Hart introduced the renewal of the Chatham Education Foundation’s lease of a classroom at Horton Middle School. Dr. Hart shared that the Foundation has been a great contributor both to the school district and to Horton. The lease is the same as it was last year, and was drafted by out attorneys and is very similar to the lease that the BOE approved for the Horton High School Alumni Association.

On a motion by Col. Totten, seconded by Ms. McManus, the Board voted unanimously to approve the 0708 Horton classroom lease renewal of the Chatham Education Foundation as presented.


New High School Site Discussion
Dr. Hart began this agenda item by stating that the Board of Education has entertained several discussions about making a formal decision for the official site of the new high school. The current selection is the site on Jack Bennett Road. There has been discussion about a couple of potential alternate sites but those discussions have not yielded any substantially positive reasons to change sites. The best information CCS has right now is in reference to the Jack Bennett site and the Board needs to make a commitment and move forward with land preparations for building.

Ms. Duncan agreed with Dr. Hart and reminded Board members that the BOC had asked in February for the BOE to do land studies and gather environmental impact data. They also said they would need a commitment in six months.

Ms. Russell asked if there had been any progress made on accessing the site, either by enlarging the current accessibility plan or by developing an additional or alternate access route. Paul Joyce, Assistant Superintendent, and Randy Drumheller, Construction Manager, said that the access plans had not changed, and that the idea of a second entrance still needs further discussion. Mr. Joyce will arrange a meeting to discuss possible options, in about two weeks, after the adjoining property owner’s return from vacation.

Flint O’Brien, audience member, addressed the Board and stated that the engineers have assured him that there is plenty of land available to make accommodations for the entry way adaptations.

Ms. Duncan and Ms. Russell agreed that there should be two ways in and out of the school, and Col. Totten added that the entrance off Jack Bennett Rd. also needs to be wider. Col. Totten feels there is the potential for the same types of safety issues that were encountered while building Virginia Cross Elementary School.

Chairman Clark asked for, and received, a Board consensus to announce to the Board of Commissioners that the new high school would be built on the Jack Bennett Road building site.

Healthful Living Education Curriculum Prototype 2007
Dr. Robin McCoy, Assistant Superintendent for Curriculum and Instruction, introduced the next agenda item, Healthful Living Education Curriculum Prototype 2007. She began by stating that curriculum guides aren’t usually brought before the Board of Education for approval but because this was a sensitive topic that it was decided that the Board should be aware of this particular choice. Dr. McCoy introduced George Greger-Holt, Safe and Drug Free Schools Coordinator, and Melanie Laskey, Health Department Educator, who will present the Healthful Living curriculum prototype to Board members.

Chatham County Schools has seen a rise in student pregnancy rates in the past couple of years, so CCS developed this guide for teachers. It is a “cookbook” in the concept that the lessons are step by step, as if following a recipe, which helps to assist teachers when presenting and teaching such sensitive material. The guide is base on information that New Hanover County uses with which they have had success.

Ms. Duncan shared her thoughts and was impressed with the idea of parent/child homework. It is very important that parents and children communicate about this topic and that parents are there to help “fill in the gaps” of information that students learn from peers that may be inaccurate or erroneous.

Chairman Clark agreed with Ms. Duncan and stated that he hopes this program will help initiate good, productive conversation between parents and their children.

Ms. Laskey shared that several counties have instigated this curriculum and have received positive responses from students and parents. Parents have the opportunity to “opt out” and not allow their children to participate in the program. Dr. Hart added that if parents choose not to have there children participate in the program the school is obligated to offer an alternative to the student(s).

Dr. McCoy stated that this curriculum follows the NC standard course of study required for all public schools. A more intense program, called the “comprehensive” program, also follows the standard course of study with additional, more detailed information. CCS has opted to not go with the comprehensive program at the onset for a couple of reasons, including the amount of scrutiny it may get and the higher chance for controversy that may ensue.

Mr. Greger-Holt shared that it also allows CCS the ability to “change up” to the more comprehensive program if the results with the prototype program aren’t realized. It allows the program to expand more easily if the projected fall in student pregnancies is not achieved. CCS data shows 60/1000 pregnancies affect a student. He also said that the federal government has abandoned abstinence-based education because it is ineffective; this proposed program is scientific and straight forward with its information.

Ms. Duncan said she sees the program is abstinence based but does discuss contraception. Ms. Russell shared that she understands the concept of beginning at the more basic end of the program and being able to “stair step” up to the more comprehensive program.

Ms. McManus stated that one concern she had with the curriculum was that it only addressed self breast examinations with females; with the greater instances of breast cancer in males she feels it should be augmented. Mr. Greger-Holt agreed and said it would be reviewed.

Second Reading: Policy Series 5000: Schools and the Community
Dr. Hart began the second reading of the 5000 Policy Series by stating that only four policies had changes and that they had printed for the Board’s review. The changed policies were: 5010, the words “Board of Education” were capitalized; 5030, bullet #3 was added in reference to sexual orientation; 5110, the words “Board of Education” were capitalized and information about “member liaison” was added; and 5210 information regarding “sexual orientation” was added.

Dr. Hart presented the Policy Series 5000: Schools and the Community to the Board of Education for second reading and final approval.

On a motion by Ms. McManus, seconded by Ms. Duncan, the Board voted unanimously to approve the Policy Series 5000 as amended.

Adjournment:

With no further business, on a motion by Col. Totten the Board voted unanimously to adjourn at 9:54 p.m.
